If a reservation is annulled/cancelled, cancellation charges will apply. However, if the accommodation is not yet ready you may want to do some grocery shopping in the village of Oude-Tonge (there is an Albert Heijn and an Aldi) or enjoy a cup of coffee at the Hotel Restaurant Lely on the village square.
